천주교 빈 대교구 교무금 책정

천주교 교회법 222조 1항에는 “신자들은 교회가 하느님의 경배, 사도직과 애덕의 사업 및 교역자들의 합당한 생활비에 필요한 것을 구비하도록 교회의 필요를 지원할 의무가 있다”라고 명시되어 있습니다. 교회 운영 유지를 위한 방법은 나라마다 다른데, 독일에서는 정부가 해당 신자에게 종교세를 걷어 독일 천주교회에 전달하는 방식을 취하고 있고 미국 천주교회는 신자들의 기부금과 주일 봉헌금으로 교회를 유지하고 있다고 합니다. 한국 천주교회에서는 교무금이라고 하여 한국 천주교 사목지침서 165조 "신자들은 주교회의나 교구의 규정에 따라 교무금, 주일 헌금, 기타 헌금과 모금 등으로 교회 운영 활동비를 부담해야 한다"에 의거하여 새해에 자신이 봉헌하고 싶은 만큼 액수를 책정해 교회 운영을 유지하는데 일조합니다.

이 곳 빈에서 거주등록할 때에 Meldezettel에 천주교라고 기입하였기에 얼마 지나지 않아 천주교 빈 대교구 (Katholische Kirche Erzdiözese Wien)에서 우편을 보내왔습니다.

보아하니 이곳 오스트리아 천주교회 빈 대교구에서도 한국 천주교회와 같이 교무금을 책정하여 납부하는 형식인 것 같습니다. 신자의 의무를 차치하고서라도, 저는 빈 대교구 소속 성당의 공간을 개인적으로 사용하고 있기 때문에 당연히 납부해야 한다고 생각하여 우편에 나와 있는 주소로 찾아갔습니다.

해당 직원이 영어를 구사하지 못하여 서로 영어와 기초 독일어가 섞인 언어로 소통을 해야 했습니다. (구글 번역기 애플리케이션이 말하는 것도 번역을 해준다는 것은 나중에 알았습니다.) 박사과정 학생이고, 한 달 수입이 어느 정도 된다고 이야기하자 표를 보고 컴퓨터에 이것저것을 입력하더니, 올해에는 부과되지 않고 내년에 일정 금액이 부과된다고 안내해 주었습니다.

한국에서는 주로 형편이 되는대로 내고싶은 만큼 스스로 액수를 책정하여 납입한다고 알고 있는데 (물론 권장하는 비율은 있지만), 이 곳에서는 수입에 의거하여 금액을 정해주는 것이 한국과 다른 점으로 보입니다. 수입이 없는 학생이면 납입 금액도 없다고 안내받았고, 확인해보지는 않았지만 정상적인 교회라면 자신의 경제상황을 이야기하고 늘리거나 줄이는 것도 당연히 가능할 것이라고 생각됩니다. 저는 그만큼의 독일어 실력도 없거니와, 안내받은 금액이 제 연봉의 1%가 채 안 되는 금액이었기 때문에 다른 말 없이 서로 웃으며 악수하고 나왔습니다.

거주등록시 천주교인이라고 적으신 분들은 우편이 왔을 때 당황하지 마시고 전화해보시거나 방문하셔서 교무금 납부에 관해 안내받으시면 됩니다. 저의 독일어 실력이 전혀 좋지 않음에도 직원분께서 웃음을 잃지 않고 안내해주셔서 편한 분위기에서 모든 것이 이루어졌으니 두려워하지 마시고 찾아가 보시길 권합니다.
